If from:to:subject is set and there is no To: Header it still should be
included in the h= field, shouldn't it? At least the RFC wants that IIRC. This
prevents that a To: Header can be added on transport without breaking the sig.
Maybe a dkim_force_sign_headers or something similar should be introduced?
