There was a recent RFC on what Internet connectivity means, which
includes IPv6, so we have an argument in our favour any time we do make
the change.

We have a README.UPDATING which should get a warning of this sort of
change.

I think that the best way forward will be to pick a release, then in the
previous release's announcement mail include a note warning that the
subsequent release will enable IPv6 by default. We can do that in the
4.78 announcement and then enable in 4.79, if there's a general
consensus to go for it.

Where "consensus" to me means "no committer speaks up against it, or if
they do then we can debate and come to some kind of conclusion".
