Rudimentary implementation

While it isn't critical, and largely a moot point so long as eximstats
faithfully catches rejects (which it's pretty good about nowadays), it'd be
nice if eximstats could tell the difference between an unknown temporary error
and an unknown permanent one, so reject counts more accurately show what's
going on.
