This commit has broken the ability to build on FreeBSD because of the change to
scripts/Configure-Makefile. The "export" directive is GNU-Make specific.
Meanwhile OS/Makefile-FreeBSD uses .ifdef directives specific to BSD make.
Can the directive inheritance not be handled using the existing system for
defining build-time macros?
