Add or amend a retry rule for 4xx errors from the affected domains so they are
retried for a shorter period before being NDR'd.

As for the "helo_allow_chars" option - that was because a very widely deployed
"MTA" (I use the term advisedly) was deployed with the instruction to use
underscores in the hostname.
