This would greatly increase performance for applications in UTF-16, since there
would be no need to constantly calculate offsets by converting substrings back
and forth.

Not sure if it's of any help, but it seems like Webkit integrated PCRE into
their Javascript engine and upgraded it to add UTF-16 support. Might be worth
checking out.
