The rare examples of options which are not expanded are problematic and hard to
justify today.

After 4.73 is out, we should look at making most options be expanded, with a
default of "expand unless justify why not".

Some options, which are more core attributes of an item rather than hooks can
be left unexpanded. "unseen", "allow_utf8_domains", "check_rfc2047_length"
come to mind.

I suspect that most/all non-expanded options would then be bools.
