I do something similar for a single domain. My router looks like this:

block_addresses:
driver = redirect
domains = jdh28.co.uk
verify_only = true
allow_fail = true
condition = ${lookup {$local_part} lsearch
{/etc/mail/localparts.bad}{yes}{no}}
data = :fail: unknown user

and /etc/mail/localparts just has a list of bad localparts excluding the domain.
