I mean that Exim isn't a POP3 server.

Exim may be responsible for delivering mail into your users'
mailboxes, certainly.

For sending, probably. For retrieving, no - because Exim isn't a POP3
server. You must have some other software doing this function, perhaps
Dovecot or something similar. You need to look in that product's logs,
documentation or support forums for help.
