That would be the "continue" ACL modifier which was added in Exim 4.67
for just this reason. See the "NewStuff" file which comes with the Exim
docs, 4.67 item 17.

Exim breaks backwards compatibility with changes such as Exim 3 to Exim
4; otherwise, problems are extremely rare; the only instance which comes
to mind was a case of a bug-fix exposing that people were relying upon
buggy configs (0 vs 0s as a time-period).
Variables get renamed but the old variable name is kept around for
backwards compatibility. Etc.
