${if... returns a string, but what you need is a condition. Just remove
the interior ${if...s, like that:

${if or {
  { and {
    {eq {2} {2}}
    {eq {2} {2}}
  } }
  { or {
    { eq {1} {2} }
    { eq {3} {4} }
  } }
} }

don't forget the trailing backslashes at line breaks.
