[exim] Trouble controlling number of queue runner processes

    I have set queue_run_max=6  in my main configuration file, however, 
when Exim starts with exim -bd -q60m,   I still wind up with upwards of 
100  exim -bd -q60m processes.   I'm sure I've missed something, but I 
really need to find out how to control the number of queue runners.  It 
eventually just loads up the server and crashes :(
