anyway, -be and debug mode ist your friend.

With this in your exim.conf:

domainlist test_domains = /tmp/test_domains

and this in /tmp/test_domains:

example.com
example.net

the following should happen:

>> ${if match_domain {example.com} {+test_domains}}
> expanding: example.com
>    result: example.com
> expanding: +test_domains
