[exim] (no subject)

I'm try to block some spam mail by SPF.
When I try to compile exim-4.63 I found the follow error:

I've installed the follow library on my linux machine:

libspf2-dev ver1.0.4
libspf2 ver1.0.4

Is a library version problem?
