That's horribly broken, and of course it's going to mean that mail goes
AWOL when it doesn't explicitly mention the recipient in the To: header,
as mailing list mail will not.

Do not use the To: header for mail routing or filtering -- it may bear
absolutely no relation to the _actual_ recipients of the message. It's
also liable to create mail loops.
