[exim] Limit msg to people at smtp talk

Hi,

I want exim to reject the email if the mail is tried to be sent to more than
10 recipients (rcpt to:<addrto@???>" where has more than 10 different
addrto's. How do I do this with Exim 4.52 (cpanel)?
