Actually it has separate .forward and .forward-suffix directors, and
suffixes aren't optional for the latter. No other directors match the
addresses, so no_more isn't necessary.

Yes, it does depend on lax .foward file permissions, but that's true for
the Exim 3 implementation too.

Your alternative suggestion does sound like a more reliable approach.
