There is a Debian specific email list, the address is in that
README.Debian.gz file I mentioned.

If you wanted "10.1.1.0/24", why did you put "10.1.1.0" ? Did you try
"192.168.0/24:10.1.1.0/24" ?

I have no idea what "!*" would resolve to.

You might want to find out what "!*" means in an Exim config file.
