You make it sound so easy. I already pay $110 per month for comcast TV
and cable internet. Adding additional ISP charges is not really a good
idea. Plus one doesn't always have a choice. Comcast is the ONLY cable
provider for me. I don't have a land phone line (cell only), so DSL is
out of the question -- plus it's orders of magnitude slower. I get
nearly 8Mbps on comcast cable!

You answered your own question... If Hotmail is blocking Comcast, then
it's equally useless. I've just traded one problem for another.
Concidering a majority of people (that I know at least) use Hotmail,
it's an even worse "solution".

Because many of these services charge per email sent. If I only need the
service for a handful of domains, and the rest work fine (ie. Hotmail
works fine for me, but AOL doesn't. Many of the lists I'm on work fine,
yet this Exim (which is even a members only one!!) list doesn't)

Why do you say 'correctly'? I am a responsible admin on the net. I am
not an open relay. I don't spam. Why shouldn't I be allowed to use ALL
the features of the internet -- just because some spammers out there
have ruined things from the community way they used to be a few years
ago, doesn't mean I should be punished for that. In my opinion,
correctly should be -- everyone is innocent until proven guilty and
there would be no /24 RBLs and prejudice (as many on this list have).

I am not able to pay $500/month for a "business line" and static IP. I
used to have a static IP for $5 more / month, and then the depricated
that service.

I'm trying to do things right, within the budget and knowledge
limitations I have. Why are so many people on this list so elitist? You
remind me of the Linux zelots who are so snobby, they sabotage their own
OS to spite Microsoft Windows or Mac OSX.
