put

accept acl = whitelist

at the beginning of the ACLs you want to use this in.

can add that to your "whitelist" ACL:

whitelist:

accept sender_domains = /usr/local/etc/exim/exim.whitelist

accept senders = /usr/local/etc/exim/exim.whitelist2
