It turned out there was a bug in the library. The flags are currently
not set correctly. This should be fixed in libdomainkeys 0.67.

Anyway, DK is still deployed in testing mode (if deployed at all), even
at Yahoo:

frobwit rpc # host -t txt _domainkey.yahoo.com
_domainkey.yahoo.com text "t=y\; o=~\;
