To or from? The latter part of your paragraph seems to be talking about
rewriting the From: information on messages from root, which disagrees
with the first sentence.

At Cambridge we require that users' computers don't send out email from
root@$primary_hostname (and we get upset if it goes to root@cam). The
recommended Exim configuration which does the necessary rewriting can be
found at: http://www.cus.cam.ac.uk/~fanf2/conf4.satellite
