It's better for things related purely to handling email addresses - where
they are delivered, whether they are rejected - to be done by the routers,
because they hook into SMTP-time verification better. I would reserve the
system filter for tasks which require fiddling with the message data,
though possibly not even then. It used to be the only way to do certain
tricks, but Exim 4's ACLs and routers are cleaner and more orthogonal.
