There isn't one that is pre-made for you. There is only an expansion of all
recipients, not individual To:, Cc: or Bcc: recipients.
Do you care more about blocking the spam, or about preventing Bcc: headers
from being in email? If you want to block the spam, concentrate more on the
rest of the message than just the fact that it's got 10k recipients in the
Bcc: header. There is:
recipients_max
recipients_max_reject
Which you can configure to set a maximum number of recipients on a message.
Or you can do something trickier using $h_bcc: or what have you and count
the number of bcc recipients.
If it's the Bcc: header you want to remove, simply header_remove it before
delivery.
