After changing the rule to deny the same behavior occurs. When I have a
message with a valid user and an invalid user the message is denied and
the good user does not get the message. Any ideas?
| deny message = user does not exist in this organization
| !verify = recipient/callout=5

Use drop when you want to break the SMTP connection in an extremely rude
manner. One obvious reason for not using it is because it causes the
problem you are complaining about.
