[exim] exiscan clamd temporary reject

I have clamd running on exim 4.42 using exiscan (using av_scanner and
malware acl). Does anyone know of a way to have exim accept without
scanning if exiscan is unable to connect to clamd? Currently, if clamd
is not running everything is given a temporary reject.
