That should be 'exim-users-bounces.*@???' I assume?
Are you letting Mailman itself do the VERP and fill your queue with one
message per recipient, or are you getting Exim to do it? An example of
the latter (cribbed from rmk's implementation and fixed a bit) can be
found in
http://www.infradead.org/~dwmw2/eximconf/master
Did that ever make it into your Exim+Mailman document, btw?
