Do an "unseen" router which tosses it to a transport

THis is NOT tested, but a first director doing something like

Director:
cc:
    driver = smartuser
     domains = *
    transport = cc_transport
    unseen

Transport:
cc_transport:
        driver = smtp
        hosts = new.exim.server

might do what you want.
