I think he means that he doesn't want unauthenticated access.

With Exim 4 it is trivial to have different settings for different
interfaces or remote addresses. I already have our main gateway box
presenting different authentication certificates depending on whether
you are connectiong from the Internet or our internal LAN. Soon I will
be changing it so that all internal smtp connections require
authentication: combined with our firewall rules, that will effectively
guarantuee that, should an e-mail virus ever infect one of our Windows
worstations, it won't be able to send mail out.
