[Exim] making exim *receive* as well as send mail...

I've been using Exim to send mail for years. I typed "exim -bd"
and attempted to send an email to this machine but it didn't work.

Here is output of another Exim machine that tried to send
email to it:

(-53): retry time not reached for any host

What step am I missing to get my first email server working?
