Given Exim's short-lived process model, I don't think that you would
gain too much by doing that.

There was a suggestion of writing a permanently-running "database query
and caching engine" which could be accessed via a socket. Like a
nameserver, this could build up a substantial cache that all Exim
processes could use. Ideally, it shouln't just handle SQL, but also
other forms of database such as LDAP (and NIS[+] if anybody cares about
that).

But somebody needs to implement it...
