[Exim] blocking unwanted mails

Hi

I succesful converted my config file from version 3 to 4.
It work great with exiscan..

However I have problem with one small part:

In exim 3 I had:

block:
driver=
smartuser
domains = "lsearch;/virtual/relay"
local_parts =
${local_part}
require_files =
/virtual/${domain}/spam/${local_part}
senders = "lsearch;
/virtual/${domain}/spam/${local_part}"
new_address = :fail: Spam NOT
Allowed!
verify_only
verify_recipient

Its easy.. Any user can make it self own black senders list.

How rewrite this part to exim4 in acl phase (od router)...
I work about it for couple days, but I no success :(
