You're wrong. The administrator of the machine can. And the IP address
of that machine will be in another Received header, so I don't see any
problem to trace the message.

And what if the machine is on a private network (e.g. with a 192.168.*
IP address)? Requiring a public IP address for all Received headers is
silly.
