I appreciate you're trying to tell me something here, but I can't figure
out just what <frown>.
Though the acl in question (which I copied) comes from someone believed
to be reliable, I changed the line so it used "domains" instead of
"hosts" and then I got this style error message for each connect:

"connect" ACL: cannot test domains in connection ACL

So now I've commented it out completely and it's now working again,
though it's not skipping domains in +local_domains as I'd like.
If you can be more specific, I'd appreciate it.
