The Fine Documentation tells you everything you need to know in that
respect. If you examine section 13 of the Exim 4.20 spec., for instance,
you'll find that `trusted_users' has `Type: string list', whereas the
next entry `unknown_login' has `Type: string, expanded'.

If an entry doesn't specifically say it's expanded, then it's not.
