You would be much, much, much, much better off upgrading to Exim 4.x with
Exiscan. Then you can catch bad extensions (which is what you're doing
now) more reliably, plus for anything that slips past that, you can catch
it with ClamAV. All this is 'free' in both senses of the word, so you
don't have to worry about cost being an issue.

Seriously, trying to block viruses via a system filter is not the most
reliable way to go, as you have seen. (At least you're not bouncing them
though)

Don't be put off by upgrading either, it's not that difficult.
