[Exim] upgrade - blocking spam...

Hi.
I think to make updatings my system ranks from exim3.
There now I have sure vaguenesse of regarding new configuration.

In exim3 I was:

block:
driver= smartuser
domains = "rz.pl:lsearch;/virtual/relay"
local_parts = ${local_part}
require_files = /virtual/${domain}/spam/${local_part}
senders = "lsearch; /virtual/${domain}/etc/${local_part}"
new_address = :fail: Spam NOT Allowed!
verify_only
verify_recipient

So... In virtual/<some_domain>/spam/<rec> file user can write own spam
addresses.
How do to rewrite in new format this fragment ?
(exim4 ofc). Is this possible to realization on RCPT-TO-ACL ??
