Correct.

If by "new messages are queued" you mean "new messages are not
immediately delivered", then yes. When a new message arrives 5 minutes
after the server last failed, its retry will be past, so delivery will
take place - and indeed, the success of that delivery may pick up other
messages on the queue to pass down the same connection.
