'senders' requires an named address list, your +local_domains is a namd
domain list. Change to:

internal_mail:
senders = *@+local_domains
domains = +local_domains

external_mail:
senders = *@+local_domains
domains = !+local_domains

incoming:
senders = !*@+local_domains
domains = +local_domains

relaying:
senders = !*@+local_domains
domains = !+local_domains
