[Exim] untrusted_set_sender not working

Here's a weird problem...

I'm using Exim4 and the untrusted_set_sender isn't allowing the apache
process to send mail via the command line without using the apache@domain
return path. From my conf:

untrusted_set_sender = apache

Command line:

/usr/exim/bin/exim -bm -dropcr -i -t -f email@???

I'd love to do a -d+all and find out WHY, but you need to be a trusted user
to do debuging...and then defeats the purpose of the untrusted_set_sender.
