As long as your lookup returns an empty string, you don't even have to
put it in a separate option such as headers_add. Just tack it onto one
of the other options:
directory = ${lookup oracle{ORA_TIMESTAMP}}\
${lookup oracle{ORA_MAILDIR}{$value}}
