[Exim] quotas on non-appendfile transports

I'd like to enforce quotas within Exim for a pipe transport. Currently,
I'm kind of faking it by forcing expansion failure of message_size_limit
when over quota so messages are queued and retried, but it'd be nice to
be able to deliver a quota warn message. Any ideas?
