"Unrouteable address" is the default message that is screwed into the
Exim code...

I think the best thing would be to change the configure.default file
by removing "message = unknown user" from the ACL and instead adding
"cannot_route_message = Unknown local user" to the localuser router.
Wouldn't that have the right effect?
