Explain why you think the operator of this mail server is dense and
brain dead. You have yet to make your case. His/her mail server simply
rejected unwanted mail. From what I can tell of that unwanted mail, I
wouldn't want it either.

Your mail server (Exim) is at fault here, it trunkated the 554 error
message. I would assume there's a way to alter the Exim config so it
doesn't trunkate error messages from remote servers. Then again, those
remote servers should probably use a more terse message, I think the
short story approach is a bit overkill.

Qksrv is a spam house... They call themselves "pay-for-performance
marketing." According to their web site, they have a strict anti-spam
policy. What a load. This little snippit of HTML shows it.
Now, the question is why did this go through your server, and why are
you complaining about someone not wanting that crap going through
theirs?
Note: I make the assumption of 'your server,' since you're the one who
received the 554 error.
