My goodness, that is odd. Well the thing to do is to run a delivery with
debugging turned on, and see what that tells you. Something like this:
exim -d unknown_user@??? 2>/tmp/eximdebug
This is a test message.

That will save the debugging output in /tmp/eximdebug. It should show a
failed delivery and then the bounce message handling.
