Yes.

The usual question - what Exim version?

For Exim 4 you'd want to add allow_fail to the router that handles
.forward files, your users will be able to put

    :fail: go away

in their .forward file or use

    fail "go awawy"

in their .forward files if Exim filtering is enabled.

For Exim 3 RTFM.
