Hum... This is strange indeed because I am running FreeBSD 4.7 and Exim
4.10.1 and it's working fine:

USER PID %CPU %MEM VSZ RSS TT STAT STARTED TIME COMMAND
mailnull 134 0.0 0.1 3348 1428 ?? Is 8Jan03 0:00.60 /usr/local/sbin/exim -bd -q60m (exim-4.10-1)

FreeBSD gridlock.york.ac.uk 4.7-RELEASE FreeBSD 4.7-RELEASE #3: Wed Jan
8 10:19:02 GMT 2003 root@???:/usr/obj/usr/src/sys/Gridlock i386

However, I did not run Exim on any of my 4.6 boxes.

Time for trace I think... Do a trace on Exim with and without the
debugging. Diff them and see what calls are missing with regards to the
queue runner. That's all I can suggest as it does sound that there is
indeed a problem.
