Documentation for the "hosts" option:

"The given hosts are tried in order, subject to their retry status. "

- so I guess if delivery to the first succeeds, it won't try the
others?

Solution: two directors, the first with "unseen" set pointing at two
separate transports, one for each host? There may be a better solution
though.
