Yes, that's right, but since you are mentioning "redirect", you are
talking Exim4-speak, where there are no "directors", only "routers".
That router will almost work. Try

 nouserbouncer:
    driver = redirect
    allow_fail                               <=== you need this
    data = :fail: no such user               <=== message with :fail:
    domains = ...
    condition = ... user not here ...
