[Exim] Filter confusion

I am moving my domain to a different ip address. I want to have a
machine on each ip for a few days and have one forward to the other
while things get settled.

I made a simple filter:

# Exim filter <<== do not remove this line
deliver $local_part@???

I made an empty test message and:

[root@eVote exim]# /usr/exim/bin/exim -bF /usr/exim/filter_to_verio < test_message
Warning: no message headers read
Sender    = root@209.232.123.53
Recipient = root@209.232.123.53
Testing Exim filter file /usr/exim/filter_to_verio


Deliver message to: root@???
Filter processing ended:
Filtering set up at least one significant delivery or other action.
No other deliveries will occur.

Which looks good to me.

So, in my:

I put:

message_filter = /usr/exim/filter_to_verio

before the end. I SIGHUPped.

I sent a message from a different machine and the log says:

What am I doing wrong?
